It boils down to failure of political leadership — starting from the PM down.
Bureaucratic squabbling is a reality in any country and any government; but it is for the elected leaders not to allow these things to get in the way of actual work. In this case it is happening.
Dixit and Narayanan may be good guys, but good bureaucrats dont make good policy if there is a lack of political will and stewardship. Unfortunately, in Manmohan Singh’s government, it gets quite nutty at that level.
