This happened when Mandal tried to enumerate SEBC employees in central government offices. 

Very unscientific method. 

The best data is in admissions records of universities. Why not use that data ? Why not start with law colleges ?</description>

Apparently although all Muslims are (theoretically) equal there are devisions between the Ashraf and the Ajlaf as any social scientist would tell you.
The Ashraf are the higher borns -the Syeds ,Khans, moghuls of supposedly foreign ancestory while the Ajlaf (e.g the julahas ,ansari etc.. )are local born -descendents of local converts</description>

Are these self selected groups (can a Hyderabad Nawab be an OBC now)? Or do Indian Muslims actually carry their caste along with them since conversion (I have never heard of this one before). Now Muslims are Indians, Muslims, and Hindus too!! Very strange.

I think it&#039;s just backdoor for NDA reservation for Muslims policy.
